Designed For:
Personnel preparing to pursue Fire Officer 4 certification or anyone who performs Fire Officer 4 duties within their agency.
Course Description:
The Fire Officer 4C course provides the skills and knowledge needed for the Fire Officer 4 to safely, effectively, and competently develop a comprehensive emergency operations plan (EOP).
Prerequisites:
Meet one of the following requirements:
- Meet the education requirements of OSFM Chief Fire Officer or Fire Officer 3 certification
- Currently in the position of, or acting as, a Chief Fire Officer or higher
FO4B: Community Leadership and Strategic Planning (SFT)
I-400: Advanced Incident Command System for Command and General Staff Complex Incidents (SFT or FEMA)
Standard:
Complete all required activities and formative tests.
Complete all summative tests with a minimum score of 80%.
Course Hours:
54 hours
- 31 hours of in-class lecture
- 7 hours of in-class application and Testing
- 16 hours of task book application – Outside of Class

Course Details:
The class will begin at 0800. The dress is casual yet respectful, and uniforms are also acceptable.
Like all Elite Command Training courses, please bring a laptop computer with a USB Type-A port to class each day. Your student materials will be on flash drives that you’ll receive on the first day.
