Designed For:
The FEMA E/L 0954 “All-Hazards” Safety Officer Course is designed for all emergency service members, law enforcement, public health, emergency managers, firefighters, company and chief officers, and those interested in becoming a line safety officer in “All-Hazard” environments. Pre-course work is assigned once you have registered for the course.
Prerequisites:
- ICS 100: Introduction to the Incident Command System
- ICS 200: Basic Incident Command System for Initial Response
- ICS 300: Intermediate Incident Command System
- IS-0700: Introduction to the National Incident Management System (NIMS)
- IS-0800: Introduction to the National Response Plan
Certification:
FEMA L-954 certificate
The FEMA “All-Hazard” student certificate will be issued by the Emergency Management Institute (EMI) 8-10 weeks after completion of the course. The student certificate will be sent to the email address associated with your FEMA Student ID number. We recommend checking your spam/junk folder 8-12 weeks after completing the course.
Course Details:
The class will begin at 0830. The dress is casual yet respectful, and uniforms are acceptable as well.
Like all Elite Command Training courses, please bring a laptop computer with a USB Type-A port to class each day. Your student materials will be on flash drives that you’ll receive on the first day.
Course Description:
The FEMA E/L-0954 “All-Hazards” Safety Officer course is a MUST for all department safety officers, company & chief officers.
All emergency responders need to be skilled at risk assessment and decision-making in today’s hazardous environments. By attending this class, you’ll improve your experience, knowledge, skill sets, and abilities to keep your members safe during all-hazard incidents. Designed to meet the training needs of the Safety Officer position in the incident command system and the requirements of CICCS Qualifications.
FEMA E/L 0954 “All-Hazards” Safety Officer Course Topics:
- Operate at single-and multiple-alarm building fires safely
- Risk assessment and decision-making process
- Roles & Responsibilities of the Incident Commander (IC) & Safety Officer monitoring and supporting the Initial Action Plan (IAP) for conditions, activities, and operations to determine acceptable levels of risk
- Safety Officer responsibilities and compliance with NFPA 1500: Standard on Fire Department Occupational Safety, Health, & Wellness Program, NFPA 1521: Professional Qualifications for Incident Safety Officers in Fire Departments, and NFPA 1561: Standard on Emergency Services Incident Management System and Command Safety
- Tactical Analysis – ICS 215A development and application with the ICS 215 during the tactics meeting
- Improving communication skill sets (assertiveness with participation and authority with respect)
- Hazardous materials incident – “All-Hazard” simulation classroom exercise involving a tanker truck fire on the freeway; development of the incident safety plan to include threat mitigation and consequences.
- Fire behavior predictions and the NEW Wildland Urban Interface (WUI) tactics, strategies, and structure defense terminology with mitigations under “PACE.”
- Train derailment incident – “All-Hazard” simulation classroom exercise
- Safety message development, delivery, and implementation
- California Incident Command Certification System (CICCS) Certification and “All-Hazard” Task Books for Line Safety Officer & All-Hazard Type III Safety Officer

All course attendees SHALL have a FEMA Student Identification Number (SID) BEFORE the start of the class!
To obtain a FEMA Student Identification Number (SID), follow these steps:
Step 1: To register, go to https://cdp.dhs.gov/femasid
Step 2: Click on the “Need a FEMA SID” box on the right side of the screen.
Step 3: Follow the instructions and provide the necessary information to create your account.
Step 4: You will receive an email with your SID number. You should save this number in a secure location.
